E ach district must choose a representative and an alternate to the 2010 Council on Legislation during Rotary year 2007-08. The representative and alternate should be selected through a nominating committee procedure. If a district chooses not to use a nominating committee, however, the representative and alternate may be elected at the annual district conference (or district council, for Rotary International in Great Britain and Ireland) or through a ballot-by-mail. To conduct an election through a ballot-by-mail, the district conference must vote in favor of this process, or the governor must receive approval from the RI Board. The RI Board of Directors encourages districts to select representatives from among the best-qualified eligible Rotarians who are well-informed about current Rotary policies, procedures, and programs. Representatives should be selected on the basis of their ability to carry out the defined duties of the position rather than their personal popularity. The role should be viewed as serious and responsible position, not simply a benefit of having served as district governor. In fact, districts should ensure that selected representatives can meet the physically and mentally demanding circumstances of the Council and that they’re prepared for a long and challenging meeting.
Though the official language of the Council is English, simultaneous interpretation is provided in French, Japanese, Korean, Portuguese, and Spanish. To serve effectively, all representatives and alternates should be fluent in one of these languages.
District governors should submit the names of representatives and alternates on the representative certification form.
