I cannot for the life of me understand what problems Martin Brands has with the process. What other process can be followed? Each club in each District is given the opportunity to present proposals for consideration, first by the District, and if accepted there, it goes to the CoL. This is a very democratic process. Of course one can differ on the merits of the various proposals (or of the language it is drafted in), but basically it comes from the clubs. I am sure that any proposals on how to improve this system, will be greatly appreciated, and will be considered.

I remind all that only the 33,000 Clubs are vote-carrying members of RI; all other functions & institutions are there to serve US, and WE also decide the essence of what their 'Service to Rotary International' entails. NOT the other way around, as has become practice over time! No wonder we have so little appeal to potential newcomers! There is no sense-of-ownership at Club level, and, as a result, 50+% of Clubs and their Rotarians believe that (or act as if) Rotary is a social/fellowship Club! Well, it certainly is NOT! We are a Humanitarian & Educational Service Organization, with Friendship & Fellowship to bring us together and make us stronger (also knowledge-wise), supported by an International Network of like-minded Volunteers, and serviced by (what should be, but presently definitely is not:) a Truly Great Foundation! We need a thorough discussion on these vital topics, but none are included in CoL proposals, or they have been filtered out.
